Abdallah S. Jum’ah

Position: Saudi Co-Chairman

Mr. Abdallah S. Jum’ah is the Saudi Co-Chairman of the U.S.-Saudi Business Council. Previously, he was President and Chief Executive Officer of the Saudi Arabian Oil Company (Saudi Aramco), the world’s largest oil company, from November 1995 to December 31, 2008 and brings in-depth knowledge of the national and global oil industry. Mr. Jum’ah studied at the American University in Cairo (AUC), the American University of Beirut and completed the Harvard Business School Program for Management Development.

Mr. Jum’ah served on Saudi Aramco’s Board of Directors and on the Saudi Arabian Supreme Council of Petroleum and Mineral Affairs. He is a member of the Supreme Committee for King Abdulaziz City for Science and Technology (KACST). During his tenure at Saudi Aramco he was director of Aramco Services Company (USA), Saudi Refining, Inc. (USA), Saudi Petroleum International, Inc. (USA), Motiva Enterprises (USA), S-Oil Corporation (Korea), Petron Corporation (Philippines), Motor Oil (Hellas) Corinth Refineries S.A. (Greece) and Chairman of Vela International Marine Ltd.

In 2003 Mr. Jum’ah was identified by Fortune Magazine as one of the most influential business people in the world and in 2005 he was selected as winner of the prestigious Petroleum Executive of the Year Award. Mr. Jum’ah was awarded an honorary doctorate by Hankuk University, Seoul in April 2007.

Mr. Jum’ah has served as a member of the Board of Trustees of the American University in Cairo (AUC) since 1998 and has been a member of the Halliburton Company board since July 2010.

From 2007 to 2009 he served as Vice Chairman of the International Advisory Board of King Fahd University of Petroleum and Minerals (KFUPM). His worldwide business affiliations include his former memberships of JPMorgan Chase International Council, Schlumberger Business Consulting Advisory Board and the Reliance International Advisory Board. Mr. Jum’ah is also a former member of the International Business Council of the World Economic Forum and in January 2005 he was appointed energy community leader by the World Economic Forum. He was Patron of the IFP School, Paris for the school year 2008-2009.

Eng. Mubarak Al-Khafrah is the Chairman of the National Industrialization Company (Tasnee). As Chairman, he oversees the operations of the second largest industrial company in Saudi Arabia and the second largest producer of titanium dioxide in the world.

Prior to his work with Tasnee, Eng. Al-Khafrah had an established career with the Ministry of Industry and Electricity, now known as the Ministry of Water and Electricity. He joined the Ministry in 1973 as Director of the Industrial Protection Department, and in 1975, became Director of the Engineering and Projects division. From 1977-1986, he was Secretary General of the Foreign Capital Investment Committee within the Ministry. Beginning in 1984, he served as Acting Deputy Minister of Industrial Affairs for two years before he was officially appointed Deputy Minister, a position he held until 1997.

Eng. Al-Khafrah is Chairman of the Board for a number of organizations, including Saudi Polyolefins Company, Malath Insurance Reinsurance Company, Saudi Hollandi Bank, Air Liquide Al-Khafrah Industrial Gases, and Gulf Chemicals of Industrial Oils. He is also a Vice Chairman at the U.S.-Saudi Arabian Business Council and the Vice Chairman and Chief Executive Officer of Al-Khafrah Group of Companies. Eng. Al-Khafrah was a Member of the consultative council Majlis Al-Shura from 1997-2001.

Born in Riyadh, Eng. Al-Khafrah received a B.S. in Industrial Engineering in the U.S. in 1973 and an Advanced Diploma in Management in Canada in 1976.

Charles S. Hallab

Charles Salem Hallab is the President & CEO of the U.S.-Saudi Business Council (the “Council”). Mr. Hallab is a long-standing member of the Board of Directors of the Council and the founder of Barrington Global, an international legal and strategic advisory firm focused on the intersection of law, business, and policy between the Middle East and the West.

Mr. Hallab has led key practices, groups, and initiatives at two of the largest and most prominent law firms in the world (Baker McKenzie and Mayer Brown), including Middle East, Corporate & Securities, Joint Venture & Strategic Alliance, and Climate Change & Sustainability Transactions. Most recently, Mr. Hallab chaired both the Middle East Practice and the International Joint Venture Practice at Mayer Brown.

For more than 25 years, Mr. Hallab has represented and advised scores of stakeholders on major international transactions, ventures, projects, crises and disputes between the U.S. and the Middle East, particularly Saudi Arabia.

Mr. Hallab received his Juris Doctor and his M.B.A. from Georgetown University, and he prides himself on his ability to work well across multiple areas of law, business and policy as well as across cultures, politics and personalities. He strives to define himself both professionally and personally by his humanity and humility, including with a highly positive outlook, a respectful and supportive disposition, a commitment to integrity and a drive for collective success.

Abdulaziz Alajaji joined Morgan Stanley in 2017. He currently serves as the Co-Head MENA & CEO of Morgan Stanley Saudi Arabia. He oversees all of the Firm’s business in the Kingdom. Prior to that, he worked at J.P. Morgan Saudi Arabia for six years where he led the corporate banking business.

Abdulaziz started his career in the Financial Sector when he joined the Saudi British Bank’s (SABB) Junior Officers Development Program. His last role at SABB was as a senior banker in the corporate banking team.
Abdulaziz has 19 years experience across investment and wholesale banking.

He is a member of the Capital Market Authority’s Advisory Committees, a board member at Morgan Stanley Saudi Arabia and Altamayyuz Academy

Abdullah holds a bachelor’s degree in electrical engineering from King Saudi University and an MBA from Atkinson Graduate School of Management, Willamette University in Oregon. He also holds an Executive Management Certification from MIT Sloan School of Management in Boston and is a certified Lean Six Sigma Green Belt. He is a member of Saudi Leadership Society and one of the selected 2030 Leaders under MISK Foundation. He is currently residing in Riyadh, Saudi Arabia.

Mr. Collins has supported Fluor projects and marketing activities across a number of industries including oil and gas production, refining, petrochemicals, chemicals, biofuels, polymers, life sciences, wastewater treatment, gasification, and power generation/transmission/distribution.

Amin Nasser headshot

Amin Nasser

Amin H. Nasser is President and Chief Executive Officer of the Saudi Arabian Oil Company (Saudi Aramco).

He is also a member of Saudi Aramco’s Board of Directors. Nasser served as senior vice president of Upstream at Saudi Aramco, a position he has held since 2008 with responsibilities including exploration, petroleum engineering, oil and gas production, and processing activities.

Nasser joined Saudi Aramco in 1982 after graduating from King Fahd University of Petroleum and Minerals (KFUPM) in Dhahran with a bachelor’s degree in petroleum engineering. From November 1982 to February 1991, he held various technical and operational assignments with the Production Engineering, Drilling and Reservoir Management departments. From March 1991 to May 1997, Nasser held various supervisory positions in the Engineering and Producing departments.

In June 1997, Nasser was named manager of the Ras Tanura Producing Department, and later, manager of the Northern Area Producing Engineering Department, Safaniya Offshore Producing Department, and the Safaniya Onshore Producing Department, respectively. He was appointed chief petroleum engineer in April 2004, and in May 2005 was named executive director of Petroleum Engineering and Development.

Nasser’s distinguished leadership led to his appointment as vice president of Petroleum Engineering and Development in April 2006, and then as acting business-line head of Exploration and Producing (E&P) in August 2007. In 2008, he became E&P’s senior vice president.

Nasser has held various developmental assignments, including the Saudi Aramco Management Development Seminar in Washington, D.C., in 1999; the Saudi Aramco Global Business Program in 2000; and the Senior Executive Program at Columbia University in 2002.

Nasser is actively involved in professional and societal activities focused on the advancement of education, people and technology development. He is a member of the World Economic Forum’s International Business Council (IBC). He is also a longtime member of the Society of Petroleum Engineers (SPE), and has served on SPE’s Industry Advisory Council since 2008. He is the 2015 recipient of the SPE’s Charles F. Rand Memorial Gold Medal awarded for distinguished achievement in mining administration, including metallurgy and petroleum.

Carmen was ranked by Forbes Middle East among the Top 100 most powerful and influential Arab Business Women in 2018 and Financial News named her to its list of the top 50 Most Influential Women in Finance in the Middle East in 2018. Carmen joined Citi Private Bank (CPB) in 2000 and has held several senior management roles during her career. Carmen became the CCO for the Kingdom of Saudi Arabia in 2017. Prior to that, she was the CCO of Qatar from 2013 – 2017 and led the Private Bank teams across the Gulf, Egypt and Levant. Prior to Citi, Carmen was in sales and trading with Lehman brothers in London until April 1997 and subsequently joined Merrill Lynch until January 2000 focusing on U.S. equity trading, alternative investments & brokerage services. Carmen started her career at JP Morgan Chase in Asset Management as part of Portfolio Strategy Group which managed globally diversified, equity specific, hedged mandates for Institutional Investors in Europe. In June 2013 Carmen was appointed Co- Chair of Citi Women Network for the UAE and is a Regional Board member of “Injaz Al Arab.” She is also an eight-time winner and Hall of Fame member of CPB Chairman’s Council. Carmen graduated with a Bachelor’s degree in Arts from the University of Richmond.

Robert C. (Clay) Neff, Jr., is president of Chevron International Exploration and Production, based in London, a position he assumed on October 1, 2022. He is responsible for Chevron’s exploration and production activities throughout the International region, including the company’s significant portfolio of assets across Africa, Eurasia-Pacific, and the Middle East.

Previously, Neff was president of Chevron Middle East, Africa, South America Exploration and Production Company responsible for Chevron’s oil and gas exploration and production activities in the Middle East, Africa and South America; president of Chevron Africa and Latin American Exploration and Production Company, overseeing gas exploration and production activities in Africa and Latin America; and managing director of the Nigeria/Mid-Africa business unit, where he oversaw the company’s oil and gas exploration and production activities in the area. While in Nigeria, Neff served as chairman of the Oil Producers Trade Section of the Lagos Chamber of Commerce and was chairman of the Board of Trustees of the Foundation for Partnership Initiatives in the Niger Delta.

From 2009 to 2014, Neff was part of Chevron’s Southern Africa strategic business unit, initially as Production Operations manager, where he oversaw the company’s shallow and deepwater operations, and later as Asset Development general manager, where he was responsible for exploration, development and new ventures activities in Angola, Republic of Congo, and the Democratic Republic of Congo.

Prior positions include general manager of Operations for the Gulf of Mexico business unit, general manager of Asset Development for the San Joaquin Valley business unit and manager of Chevron’s North America Midstream business.

Neff joined Chevron in 1985 as a drilling engineer for the Gulf of Mexico business unit in Lafayette, Louisiana.

Neff earned a bachelor’s degree in petroleum engineering from Louisiana State University.

Born in Mansfield, Ohio, Jack Williams graduated from Vanderbilt University with a Bachelor of Engineering degree. He joined Exxon in April 1987 as a drilling engineer in New Orleans, Louisiana.

After his initial assignment in the drilling organization, Mr. Williams held various technical, supervisory, and planning positions, including two years in the U.S. upstream planning organization. In 1997, Mr. Williams began a series of operations management assignments, including operations superintendent for the company’s East Texas field areas and operations manager for the company’s Gulf Coast and offshore California properties.

Mr. Williams was then transferred to Anchorage, Alaska, to oversee the company’s North Slope and Cook Inlet interests. Following this assignment, he moved to Malaysia to serve as the deputy production manager for the company’s South China Sea operations.

In 2005, Mr. Williams moved to Dallas, Texas, where he served as an upstream advisor for Exxon Mobil Corporation. Two years later, Mr. Williams became the vice president of engineering for ExxonMobil Production Company. Following this work in production, he became the vice president responsible for Asia projects in ExxonMobil Development Company.

In 2010, Mr. Williams was named president of XTO Energy Inc. He held this position for three years before returning to the ExxonMobil Production Company as executive vice president.

In 2014, Mr. Williams was elected senior vice president of Exxon Mobil Corporation.

Mr. Williams is a member of the Society of Petroleum Engineers and a member of the Board of Visitors for the Vanderbilt School of Engineering.

Justin Siberell headshot

Justin Siberell oversees Bechtel’s Regions, Government Relations, and Corporate Security organizations. In this role, he leverages his strategic insight, diplomatic experience, and international relations expertise to support Bechtel’s five global business units deliver projects, build partnerships, and pursue new opportunities. From 2020-2024, Justin served as Region President for Europe, Africa and the Middle East.

Justin joined Bechtel in 2020 following a 27-year career in the U.S. Foreign Service, serving most recently as United States Ambassador to the Kingdom of Bahrain. He served as Principal Officer of the U.S. Consulate General in Dubai, United Arab Emirates, and completed earlier postings at U.S. diplomatic missions in Iraq, Egypt, Jordan, Tunisia and Panama. He is a graduate of the State Department’s Arabic language field school.

In Washington, Justin led the State Department’s Bureau of Counterterrorism as the U.S. Acting Coordinator for Counterterrorism, and held positions in the State Department’s Executive Secretariat, the Bureau of Near Eastern Affairs, and on the staff of the National Security Council at the White House.

Justin is a member of the American Academy of Diplomacy and the President’s Advisory Council on Doing Business in Africa. He serves on the Board of Trustees of the American Mission Hospital of Bahrain. He holds a Bachelor of Arts in History from the University of California at Berkeley. Justin and his wife Arnavaz have three children.

In addition, he is a Board Member of Zamil Operations & Maintenance Co., the Royal Commission for Jubail & Yanbu, Gulf Navigation Co., LLC. in Dubai, U.A.E., and the Islamic Bank of Asia DBS in Singapore. Mr. Al Zamil is Board Member of the U.S.-Saudi Arabian Business Council.

Prior to his current positions, Mr. Zamil was Chairman of the Saudi Council of the Chambers of Commerce and Industry. He was Chairman of the Eastern Province Chamber of Commerce and Industry, the Arabian Industrial Development Company, and the Jubail Chemical Industries Company. Mr. Al Zamil was also a Member of the Eastern Provincial Council, the Supreme Economic Council and the Arab-British Chamber of Commerce.

He graduated with a B.S. in Civil Engineering from the University of Southern California in Los Angeles in 1972.

Leo A. Daly III is Chairman and CEO of LEO A DALY. He is the third generation of his family to lead the firm, which was founded in Omaha, Nebraska in July of 1915 by his grandfather, architect Leo A. Daly, Sr.

Since becoming chairman and chief executive officer in 1981, Mr. Daly has built upon the foundation laid by his grandfather and father. He has expanded LEO A DALY’s global presence, and enlarged its client portfolio, while broadening the firm’s professional expertise and services. Mr. Daly has enthusiastically championed the firm’s core values of design excellence, creativity, innovation and client service.

Mr. Daly holds professional registration as an architect in 48 states and the District of Columbia, as well as in Australia, Guam, the United Kingdom and the city of Berlin. He received his architectural degree from the Catholic University of America in Washington, DC. A fellow of the American Institute of Architects (AIA) and the Royal Australian Institute of Architects (RAIA), he holds professional memberships in the Royal Institute of British Architects (RIBA), and the National Council of Architectural Registration Boards (NCARB).

A champion of architecture’s role in fostering international relations, Mr. Daly has received several prestigious awards from foreign leaders including the Order of Independence, Knight/Commander from King of the Hashemite Kingdom of Jordan; the title of “Commendatore,” conferred by the President of the Republic of Italy; and, the Silver Bauhinia Star from the Government of Hong Kong, SAR.

Mr. Daly serves on the Trustees’ Council of the National Gallery of Art, the Board of Trustees of The Catholic University of America, the University of Nebraska Foundation, and as a Counselor of the Board of Directors of Meridian House International. He was formerly the Chairman of the Asia Society in Washington, DC and the Chairman of The Center for the Study of the Presidency, where he received its Franklin Delano Roosevelt Award.

Moosa Al-Moosa is the President of Dow Middle East and Turkey. In this role, Al-Moosa is responsible for overseeing the company’s Middle East and Turkey operations, driving its growth strategy, and capitalizing on market opportunities. He will continue to strengthen Dow’s relationship with its joint venture partners and key stakeholder relationships in the region.

Prior to his new role, Al-Moosa was country president for Dow Saudi Arabia, where he led the organization’s growth agenda in the Kingdom of Saudi Arabia. He was also responsible for managing all shareholders issues related to Dow’s Sadara joint venture.

In 2005, Al-Moosa joined Dow’s Finance function in Midland, Michigan, where he completed a number of assignments. In 2007, Al-Moosa joined Dow’s Mergers and Acquisitions group with responsibility for leading transaction teams on acquisitions, divestitures, and joint venture projects. In 2010 he was appointed Finance Director Middle East, And Africa. In 2011 he added the role of UAE country leader. In 2016 he added India and Turkey to his finance geographic role.

Prior to joining Dow, Al-Moosa worked for two years as a buy-side research analyst at Citigroup Asset Management in Stamford, Connecticut. Prior to that, he worked with JP Morgan Chase for two years as a Mergers and Acquisitions Associate in both New York and London. Al-Moosa started his career in 1996 at Deutsche Bank’s New York office as a real estate investment banking analyst.

Al-Moosa has a Master of Business Administration from the Wharton School of Business at the University of Pennsylvania and a Bachelor of Arts in economics from Georgetown University in Washington D.C.

Raaid K. Alireza heads Xenel’s Investment Center for the last seven years where he is responsible for investments and corporate finance activities for Xenel Industrial Group. Raaid has been instrumental in the development of a number of NatPet downstream petrochemical projects in Saudi Arabia; a JV with Low & Bonar of the UK producing nonwoven geotextiles and a JV with A. Schulman of the U.S. which will produce polypropylene compounds. Previously, Raaid worked for Deutsche Bank in London and Dubai for four years where he started in Equity Derivatives then moved to the Middle East corporate finance team focusing on the Saudi market. He worked on a number of IPOs, private placements, mergers and acquisitions, and various forms of financings. Raaid serves on the board of directors of AECOM Arabia, a JV with global leading engineering firm AECOM. He also serves on the Audit Committee of NatPet as well as the Chairman of Hidada’s Executive Committee. Raaid received his Bachelors of Science degree in Industrial Engineering & Operations Research as well as his Masters of Science in Civil & Environmental Engineering from the University of California at Berkeley. At U.C. Berkeley, he currently serves on the IEOR Advisory Board and previously served on the College of Engineering Advisory Board.

Rami Khalid Alturki is the President and Chief Executive Officer of Alturki Holding. In this capacity, he holds directorship and chairmanship positions in Alturki’s various holdings. Mr. Alturki had held several senior positions with a variety of companies throughout the region as well as internationally, including President of Saudi Readymix, a wholly owned subsidiary of Alturki and the largest supplier of concrete products in the Middle East. He is currently a member of the Advisory Board of Gulf Capital, Abu Dhabi, and a member of the Board of Directors at Saudi Enaya Insurance Company. Until recently, Mr. Altruki was a member of the Board of Directors of Bakheet Investment Group and a member of the Internal Audit Committee of Walaa Insurance.

Mr. Alturki is an active participant at the Young Presidents Organization and a member of various committees and councils within Saudi Arabia’s Commerce Chambers including the AlEhsa Chamber, National Industrial Committee and the Saudi Canadian Business Council at the Council of Saudi Chambers and a former member of the Environmental and the Industrial Committees at the Asharqia Chamber. He is also a member of the Committee for International Trade in Saudi Arabia. As a philanthropist and advocate of human advancement, Mr. Alturi is a founding member of the Board of Trustees of Mentor Arabia, a non-profit organization that was established to promote awareness and prevention of drug abuse amongst the region’s youth. He is also a founding member of the Board of Trustees of the Arab Forum for Environment and Development (AFED), a non-profit NGO that is focused on promoting prudent environmental policies and programs across the Arab region. In addition, Mr. Alturki is the Chairman and founding board member and of Endeavor S.A., a non-profit organization that supports high-impact entrepreneurs. He is also a member of the Advisory Board at Dhahran Ahliyya Schools.

Mr. Alturki holds B.A. degree in Economics from Williams College, Williamstown, Massachusetts in the United States.

Robert Wilt was appointed as Chief Executive Officer (CEO) of Ma’aden on 1st February 2022. He brings 30+ years of experience in various leadership positions, delivering exceptional strategic and operational results in a range of challenging global environments.

Between February 2020 and January 2022, Bob was President and CEO of Sofina Foods one of Canada’s largest food processing companies with a global footprint. Prior to this, he was President of the Metals Group at “Precision Castparts Corporation”, managing two subsidiary aerospace and industrial companies.

He was previously Executive Vice President of Alcoa, where he spent 17 years in multiple positions and was accountable for the world’s largest bauxite mining and alumina refining system, and third largest smelting system.

Wilt holds an MBA from Harvard Business School and a bachelor’s degree in Engineering Management from the United States Military Academy at West Point, New York.
